Auto scaling2

Auto scaling adds resources without you watching for the moment they run out. You set the usage thresholds and the ceiling; the system does the rest. A notification recipient has to exist first, and on PostgreSQL, OpenSearch, and ClickHouse a vCPU or RAM change does not take effect until you restart the database yourself.
