Manage Kafka ACL2

Access control for Kafka databases, and Kafka only. Producers, consumers, and Kafka Connect authenticate as users over SASL, and an ACL decides which topics and consumer groups each of them may reach. Creating or updating a user with SASL/PLAIN restarts the database, so plan the change.
